KATHMANDU: The Cabinet meeting held on Monday has decided to resend the Constitutional Council (First Amendment) Ordinance 2026 to President Ramchandra Paudel for issuance, while also confirming that Nepal has sent diplomatic notes to both India and China over the Lipulekh route used for the Kailash Mansarovar Yatra.

Government spokesperson and Minister for Education, Science and Technology Sashmit Pokharel said the ordinance, which had been returned by the President on Sunday for reconsideration, has been forwarded again without any amendments.

“The Constitutional Council (First Amendment) Ordinance 2026, which was returned for reconsideration, has been recommended again for issuance,” he said.

He added that the Cabinet also took note of Nepal’s diplomatic response to the Lipulekh issue, reiterating that the territory lies within Nepal.

Pokharel said Nepal has already sent diplomatic notes to both India and China over the use of the Lipulekh route and maintained that there is no question of Nepal expanding its borders.

“We are clear that it is our territory,” he said, adding that Nepal’s position remains unchanged.
