KATHMANDU: The House of Representatives (HoR) meeting was officially deferred to Thursday morning after scheduling conflicts prevented the tabling of government bills, capping off a disrupted parliamentary session that saw two consecutive 15-minute adjournments.
The initial disruption erupted immediately after Speaker Dol Prasad (DP) Aryal opened the session at the Parliament Building in Singha Durbar.
Coordinated protests broke out from opposition benches, during which CPN (UML) lawmaker Rajendra Rai courted controversy by asking the chair, “Honorable Speaker, I have a submission to make; do you hear with your ears or not?”
Deeming the remark a breach of decorum, the Speaker stripped Rai of his speaking time, triggering a fierce shouting match across the aisle that forced a brief 15-minute adjournment.
When the session resumed, Speaker Aryal ordered Rai’s unparliamentary remarks to be expunged from the official records.
However, following this resolution, the House was promptly adjourned for another 15 minutes due to unrelated administrative and scheduling constraints.
Ultimately, the session could not proceed with its planned legislative business.
Minister for Law, Justice, and Parliamentary Affairs, Sobita Gautam, was scheduled to present several key bills on behalf of Prime Minister Balendra Shah.
As Minister Gautam was unavailable to give time to the House during the shifted post-adjournment window, the scheduled government agenda could not be brought to the floor.
Following the second adjournment, Federal Parliament Secretariat General Secretary Padma Prasad Pandey issued an official notice announcing that the session could not continue.
Invoking sub-rule (3) of Rule 6 of the House of Representatives Regulations, 2023, the Speaker officially rescheduled the parliamentary sitting for Thursday, July 9, at 11:00 AM.
