KATHMANDU: President Ram Chandra Paudel has agreed in principle to appoint former Chief Justice Sushila Karki as Prime Minister, in line with Gen-Z protesters’ demand.
After consulting constitutional experts at Sheetal Niwas, he expressed readiness but remains reluctant to dissolve Parliament, fearing a constitutional crisis.
Paudel and Karki held talks on possible solutions. Karki argued the constitution does not allow a non-MP to become Prime Minister unless Parliament is dissolved, while Paudel is exploring alternatives to appoint her without dissolution.
Late-night discussions produced no resolution, and Paudel will hold further consultations Friday morning.“Talks have made progress but no final decision has been reached,” said one lawyer.
Experts including Bhimarjun Acharya, Bipin Adhikari, Purnaman Shakya, Chandrakanta Gyawali, Surya Dhungel, and Lalit Bahadur Basnet joined the consultations.
Gen-Z protests on September 8–9 left over 30 dead and more than a thousand injured. Protesters demanded Parliament’s dissolution and Karki’s appointment, rejecting party leaders.
In response, Paudel is considering appointing an independent, but constitutional complexities remain.Discussions focused on Articles 61(4) and 305.
Article 61(4) obliges the President to protect the Constitution, while Article 305 allows temporary orders on Cabinet’s recommendation, though experts say it is unsuitable now.
The crisis deepened after PM KP Oli resigned during the protests. Security responsibilities have since been handed to the Nepal Army in coordination with other agencies.
