Government limits use of national flag at election rallies under code of conduct

KATHMANDU: Home Ministry has announced new restrictions on the use of the national flag during election-related political activities, allowing parties and candidates to display no more than 10 flags at rallies and public gatherings while prohibiting their use in election campaign.

In a statement issued Sunday, ministry spokesperson Anand Kafle said political parties and candidates may carry up to 10 national flags during processions, mass meetings, corner meetings and door-to-door interactions held in connection with elections. However, the ministry made clear that the national flag must not be used as part of election campaigning or promotional activities.

The restriction is stipulated in Chapter 4, Article 13, Clause (n) of the Election Code of Conduct 2082 (2025), which bars the use of the national flag for campaign promotion while permitting its limited display at public political events.

The ministry said the provision is intended to preserve the dignity of the national flag and prevent its politicization during the election period.
