KATHMANDU: Nepali Congress spokesperson Dr. Prakash Sharan Mahat has warned that his party will not accept any unilateral move by the CPN-UML regarding the Bill to Amend Some Nepal Acts Related to Land, 2082.
Speaking at an event organized by the BP Foundation on Tuesday to mark the 43rd Memorial Day of founding leader BP Koirala, Dr. Mahat emphasized that the land-related bill must be discussed comprehensively before reaching any conclusion.
“The land bill must go through thorough deliberation before arriving at any decision,” Mahat said. “Unilateral imposition cannot be accepted.”
He also took a firm stand on the Civil Service Bill, 2080, particularly regarding the provision of a ‘cooling-off period.’ Mahat made it clear that the Nepali Congress will not compromise on this provision.
“The cooling-off period was unanimously approved by the committee,” he stated. “Congress cannot compromise on it. It must be implemented.”
Currently, the UML is maneuvering in the National Assembly to remove the two-year cooling-off period provision included unanimously by the State Affairs and Good Governance Committee of the House of Representatives.
UML has instructed its lawmakers in the National Assembly to submit a joint amendment proposal to scrap the clause.
On Sunday, under the leadership of Chief Whip Gopal Bhattarai, five UML lawmakers registered an amendment proposal in the National Assembly.
They have proposed removing Clause 4 of the committee’s report from Article 82 of the bill. If UML’s amendment is passed, it could benefit the vested interests of those seeking constitutional appointments, ambassadorships, and key government posts immediately after retirement — including current chief secretaries and secretaries in government service.
