President Paudel warns against misuse of Presidential intervention powers

KATHMANDU: President Ram Chandra Paudel has said that democracy strengthens through dialogue, not conflict.

During a meeting with the Speaker and Deputy Speaker of the House of Representatives, Chair and Vice-Chair of the National Assembly, and Speakers and Deputy Speakers of the Provincial Assemblies at the President’s Office, Sheetal Niwas, he emphasized that listening to the people’s voice and embedding democratic conduct into daily life are essential to strengthening democracy and the parliamentary system.

Highlighting the aspirations of the younger generation for good governance and development, President Paudel stressed that the successful completion of the upcoming House of Representatives elections on March 5, 2026 is a shared national responsibility.

“We must move forward with the understanding that safeguarding the Constitution and strengthening democracy is our collective duty,” he said.

President Paudel noted that the stability of the parliamentary system is not the responsibility of one party, one government, or one leader alone, but a collective national obligation.

“The primary role of Parliament and the government,” he said, “is to create mechanisms capable of listening to, understanding, and implementing the people’s voice.”

He described Nepal’s Constitution as more than just a legal document — calling it a roadmap of shared journey, consensus, and collective commitment — and underlined the need for everyone’s dedication to its protection.

He urged political leaders to listen to dissatisfied voices and seek solutions through dialogue rather than neglect.

Addressing the scope of presidential powers, President Paudel stated that everyone is aware of the constitutional limits on presidential intervention.

He clarified that any past decisions to act in an executive capacity were made only to protect the nation and its people during complex and grave situations.

“I am aware and cautious,” he added, “that the necessity for presidential intervention should never be misused.”

He further remarked that steering the country safely toward the elections on March 5 next year is the political parties’ responsibility.

He warned that careless or misleading remarks by party leaders could confuse the public and worsen uncertainty.

“Political parties and their leaders should not keep the country and the people in confusion,” President Paudel said.

“It is their duty to lead the nation out of uncertainty, not into it,” he added.
