UML’s second statute convention preparations complete

KATHMANDU: The ruling CPN-UML is poised to open its second statute convention in Godavari this Friday, with all preparations finalized for a gathering that will set the party’s ideological and structural course amid internal disagreements.

Over 2,300 representatives are expected to attend the three-day event, which will feature three reports aimed at refining the party’s vision and discipline.

Chairman KP Sharma Oli will present the political report, which outlines a roadmap toward “a Prosperous Nepal and Happy Nepalis” and proposes establishing “socialism with Nepali characteristics.”

The report analyzes current national and international challenges and introduces a plan to position UML as a “decisive national force.”

Meanwhile, Vice-Chair Bishnu Prasad Paudel will propose significant statute amendments, including abolishing the dual membership system, removing the 70-year age limit for leadership roles, mandating at least one woman among office-bearers, and restructuring the Central Committee to include 251 members with a standing committee of 15.

General Secretary Shankar Pokharel will deliver the organizational report, addressing challenges in party-building and proposing corrective strategies.

The convention takes place against a backdrop of internal dissent. During a press briefing on Wednesday, General Secretary Shankar Pokharel confirmed that the Secretariat will discuss differing opinions expressed by leaders Yuvaraj Gyawali and Surendra Pandey regarding the recent decision to bar former President Bidya Bhandari from active politics and not renew her membership.

Pokharel clarified that the dissent targets the Central Committee’s decision itself rather than procedural documents.
In addition to the main reports, several party commissions—including Discipline, Audit, Election, and the Advisory Council—will also present their findings.
