Youth dominate cabinet as average age of ministers stands at 38

KATHMANDU: Prime Minister Balendra Shah (Balen) has formed a 15-member Council of Ministers. The average age of the Council of Ministers led by the 36-year-old Shah is 38.21 years. The oldest member in Shah’s Council of Ministers is 51-year-old Swarnim Wagle. He was elected from Tanahun-1.

The youngest in the Council of Ministers is the Minister for education, science and technology, youth, and sports, Sasmit Pokharel. Pokharel, who was victorious from Kathmandu-5, is 29 years old. Pokharel was in Shah’s team when Shah was the mayor of Kathmandu Metropolitan City.

After Wagle, Minister for Labor and Employment Dipak Kumar Sah is the oldest minister. A physician by profession, Sah is 49 years old. He studied at the London School of Hygiene and Tropical Medicine. He has experience working with the World Health Organization (WHO).

Foreign Minister Shishir Khanal is 47 years old. Khanal, who is the head of the Foreign Affairs Department of the Rastriya Swatantra Party, was elected for the second time from Kathmandu-6. He holds a master’s degree in public policy from the University of Wisconsin–Madison, USA, and a bachelor’s degree in international political economy from the University of Bridgeport.

Similarly, Minister for Law, Justice and Parliamentary Affairs Sobita Gautam and Minister for Women, Children and Social Welfare Sita Badi are both 30 years old. Gautam is a member of parliament elected from Chitwan-3. In the 2022 House of Representatives election, Gautam was elected from Kathmandu-2. She holds a master’s degree in law. Sita, who became a member of parliament for the first time from the Badi community, is also the first minister from that community.

Former journalist Pratibha Rawal has been made the Minister for General Administration. She is 32 years old. Born in Bhimdatta Municipality, Kanchanpur, Rawal has experience working with Galaxy Television, Republica daily, and South Asia Check. Rawal is also the joint spokesperson of the RSP. Similarly, Minister for Agriculture and Livestock, Forest and Environment, Gita Chaudhary, is a legal practitioner by profession. She has completed a master’s degree in law.

Similarly, Biraj Bhakta Shrestha, who became the minister for energy, irrigation, and water resources in Balen’s council of ministers, is 44 years old. He became a Bagmati Province assembly member from the Bibeksheel Sajha Party in around 2017. In the 2022 House of Representatives election, Shrestha was elected from Kathmandu-8. Shrestha also has experience operating the Ministry of Youth and Sports for some time.

Minister for Information and Communication Technology Bikram Timalsina is 43 years old. Timalsina, elected from Nuwakot-1, is a former media person. A program producer and presenter for Radio Sagarmatha a decade ago, he returned after going to Australia for studies. He worked as the executive editor of Nepal Express, operated from there, and as the editorial consultant of southasia.com.au, operated from Sydney. He holds a PhD.

Home Minister Sudhan Gurung is an individual who came into the limelight from the Gen Z protest that took place on September 8 and September 9, 2025. Gurung, who played a role in bringing RSP Chairman Rabi Lamichhane and Kathmandu Mayor Balen Shah to the same place, became the home minister, surprising many. He is 38 years old.
