KATHMANDU: The government is preparing to register the draft of the Federal Civil Service Bill in the Federal Parliament during the ongoing session.

The Ministry of Federal Affairs and General Administration has already secured the Finance Ministry’s feedback after incorporating 10,000 public suggestions, and is now awaiting inputs from the Law Ministry and the Public Service Commission before forwarding it to the Cabinet.

Ministry officials confirmed that efforts are being made to register the draft during the current session, aligning with the government’s 100-day governance reform agenda.

The draft bill, released for public feedback on April 24, proposes major changes including raising the retirement age from 58 to 60, capping a secretary’s tenure at two years, and enforcing a two-year “cooling period.”

While the bill was twice presented and extensively discussed in the House of Representatives in the past, it has previously failed to pass into law.
