KATHMANDU: The Rastriya Swatantra Party (RSP) has decided to recommend the government to form an empowered authority to address the growing problem of unplanned settlements across the country.

The decision was taken at a secretariat meeting held on Sunday at the party office in Banasthali.

The party reiterated that resolving the issues of landless settlers and ensuring their access to safe housing remains one of its key priorities.

Issuing a statement after the meeting, spokesperson Manish Jha said the party took five major decisions.

On the issue of unplanned settlements, the party recalled point number 82 of its election manifesto and urged the government to halt any eviction or demolition activities until the problems of genuine landless citizens are addressed and a report from the proposed authority is submitted.

It also called on local governments to exercise humanitarian sensitivity while carrying out actions against illegal structures.

Focusing on upcoming elections, the party approved the “Local Election Candidate Selection Framework–2026” to guide the selection process for candidates in the local polls.

To implement the framework, RSP has also formed a Candidate Selection Framework Implementation and Coordination Committee under the coordination of joint-general secretary Bipin Kumar Acharya.

The meeting also moved forward preparations for the party’s first general convention by approving the “General Convention Procedure–2026.”

With this, the party said it is formalizing and accelerating its organizational processes ahead of the historic convention.

In another decision, the party approved amendments to its parliamentary party statute.

According to the party, the revised provisions are expected to make its functioning in the federal parliament more structured and effective.

Additionally, the RSP decided to dissolve its Rasuwa district committee on the recommendation of the Bagmati Province Committee.

The party stated that a new committee will be formed through a fresh organizational process in the district.
