Khatiwada acknowledges clause inserted after committee approval, demands investigation

KATHMANDU: Chairperson of the State Affairs and Good Governance Committee, Ramhari Khatiwada, has revealed that an entirely new clause was added to the Federal Civil Service Bill after it was unanimously passed by the committee.

He emphasized the need to bring the responsible party under legal scrutiny. Speaking to journalists at Singha Durbar today, Khatiwada said, “We discovered that a new clause had been added just below the part we passed. This version was later sent to the House.

Whoever is responsible must be brought within the purview of the law.” Khatiwada has supported the call for an inquiry into his own role and said he is ready to face legal action if found guilty.

“I want an investigation against myself too. If I’m found responsible, I should face consequences. We’ve already requested the Speaker to initiate a probe,” he stated.

Khatiwada, who is also a Nepali Congress leader, reiterated that a new clause was inserted into the bill between the committee’s approval and its passage in the House. He described the incident as a serious attack on Parliament.

Calling it an unacceptable error in the lawmaking process, he said, “Such a major mistake has no place in legislative procedures. We stand for a full investigation.”

Khatiwada also announced that the State Affairs Committee will not convene until an investigation begins. He confirmed that today’s scheduled meeting was postponed for that reason.
