KATHMANDU: The CPN (UML) has issued an intra-party directive setting out seven criteria for the selection of representatives to its upcoming 11th General Convention, scheduled to take place in Kathmandu from December 13 to 15.
According to the party’s Secretariat, the selection of representatives across the country will be held on November 29.
The directive, signed and dispatched by Party Chair KP Sharma Oli, has been sent to all subordinate committees with detailed instructions on the selection process.
The directive states that delegate selection must be based on the verified membership list certified by the Central Organization Department.
Members seeking to transfer their membership to another geographical unit must complete the process by the end of November.
The UML’s intra-party directive also clarifies that ex officio representatives—those already serving as organizers—are barred from participating in the delegate selection.
However, other members may take part in only one designated cluster for the purpose of selecting representatives.
District and provincial committees have been instructed to publish lists of members under the Dalit and Workers’ clusters at least a week before the selection.
Members affiliated with party-aligned public organizations must choose between remaining in a geographical or a special committee, but not both.
In the event of disputes or confusion during the process, committees have been advised to consult the Central Organization Department.
The directive explicitly warns that any attempt to send additional representatives beyond the assigned quota under the pretext of disputes will not be recognized.
