JANAKPUR: The Election Commission has cancelled the candidacy of Kishori Sah (Kamal), a candidate from Dhanusha Constituency-1. He had filed his nomination on behalf of the Rastriya Swatantra Party (RSP).
Manoj Baral, the Election Officer for Dhanusha Constituency-1, informed Nepal News that Sah’s candidacy was revoked after proof was received that he was listed on the blacklist of banks and financial institutions.
According to details from the Credit Information Bureau, Kishori Sah, a shareholder of Kamal Nirman Sewa Pvt Ltd, was found to be blacklisted. Assistant Spokesperson for the Election Commission, Sita Pun Shrees, confirmed that Sah’s candidacy was annulled on that basis. She said, “A decision has been made to cancel the candidacy.” According to her, the Commission’s decision has been communicated to the Office of the Election Officer of Dhanusha Constituency-1.
Sah was elected from the CPN (UML) in the first Provincial Assembly election. In the last House of Representatives election, he switched parties and ran as a candidate from the Janamat Party. In the current election, he joined the RSP and became a candidate. Under prevailing election laws, individuals listed on the blacklist of banks and financial institutions are deemed ineligible to become candidates. On that basis, the Election Commission stated that Sah’s candidacy was cancelled. Sah, who is a construction entrepreneur, had left several roads and bridges incomplete in the constituency.
His candidacy was annulled after it was revealed that he was listed in the Credit Information Bureau’s blacklist for cheque bounce cases and construction services. According to updated details from the Credit Information Bureau, Kishori Sah, a shareholder of Kamal Nirman Sewa Pvt Ltd, has been on the blacklist since Baisakh 2080 (April/May 2023). His name appeared, both individually and jointly, on various dates in records related to cheque bounce blacklist entries.

According to the Bureau’s updated report as of 17 February 2026, his name appears four times on the blacklist as a shareholder of Kamal Nirman Sewa Pvt Ltd. The list also shows a joint blacklist entry under the names of his wife, Anjila Sah, and Kishori Sah Kamal.
Under serial number 38635 and blacklist number 64245, he is listed as blacklisted. His name has continuously appeared on the blacklist. On October 4, 2023, under Kamal Nirman Sewa, the names of candidate Kishori Sah Kamal and Sanjit Kumar Sah are mentioned. Subsequently, under serial numbers 52746 and 52750, they appear under blacklist numbers 86391 and 86396 respectively.
On October 8, 2023, under Kamal Nirman Sewa Pvt Ltd, the names of Kishori and Rajkishor Mahaseth are mentioned. Under serial number 53104 and blacklist number 86930, they are recorded as blacklisted.
In Dhanusha-1, Ram Paltan Sah from the Nepali Congress, Ram Chandra Mandal from CPN (UML), and Matrika Prasad Yadav from the Nepali Communist Party are contesting the election.
