KATHMANDU: The Ministry of Defense has prepared the draft of the National Defense University Establishment and Management Bill, six years after the formation of the National Defense University Infrastructure Construction Development Committee.
Exercising powers under Section 3 of the Development Committee Act, 1956, the government on April 23 issued the sixth amendment to the committee’s formation order, extending its tenure from six to seven years after infrastructure work remained incomplete.
The ministry said the bill has received feedback from the Ministry of Education, Science and Technology, the University Grants Commission, and the Ministry of Finance, and is being sent to the Ministry of Law, Justice and Parliamentary Affairs for legal review.
The proposed university will be established with the active involvement of the Nepali Army to provide higher education, research, and policy studies in national security and defense.
I think this is the balance you’re usually aiming for: lead with the development, retain the legally significant details, and trim the procedural background.
