Transport entrepreneurs propose Re 1 fuel, EV charging levy for accident relief fund

KATHMANDU: The Federation of Nepalese National Transport Entrepreneurs (FNNTE) has proposed imposing an additional Re 1 per liter on petrol and diesel and Re 1 per unit on electricity used for electric vehicle charging to establish an Accident Relief Fund.

The federation submitted separate memorandums to Infrastructure Development Minister Sunil Lamsal and Minister of Law, Justice and Parliamentary Affairs Sobita Gautam, urging the government to incorporate the proposal into the Vehicles Act, which is currently being amended. The proposed fund would be used for the immediate rescue, treatment, and compensation of road accident victims.

FNNTE General Secretary Deknath Gautam said the federation has also proposed depositing 1 percent of third-party motor insurance premiums collected by insurance companies into the fund, along with annual contributions from the federal, provincial, and local governments.

According to the federation, the fund would help cover emergency rescue and treatment costs in cases where insurance is insufficient, the victim’s heirs cannot be located, or the vehicle owner is unable to provide compensation. It has requested that the provision be included in Chapter 10 of the proposed Vehicles Act, 2026.
