Land Ministry initiates move to digitize civil servant transfer process

KATHMANDU: The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has started preparations to fully digitize the civil servant transfer process.

The ministry has moved forward with the digital transfer system with the objective of making the transfer process transparent, systematic, swift, and technology-friendly.

According to the ministry, the system will be based on the digital profile of the employees.

Since the personal and service-related details of the employees will be linked directly or through an API (Application Programming Interface) with the respective system, the required details will be automatically updated.

The system will also feature a flagging mechanism for transfer applications.

This will help easily identify duplicate applications, those requiring special monitoring, or those needing further verification.

Additionally, employees will be able to track online the current stage of their transfer application through a process tracking system.

According to the ministry, transfer letters will be automatically generated by the system itself.

If necessary, arrangements will also be made to exchange information with systems of other relevant agencies through APIs.

Furthermore, arrangements will be made to automatically publish transfer decisions and details on the ministry’s website within 24 hours.

Minister for Land Management, Cooperatives and Federal Affairs, Pratibha Rawal, stated that the digital transfer system has been brought forward with priority, in line with the government’s policy to make civil service administration transparent, accountable, and technology-friendly.
