Writ filed at Supreme Court challenging appointment of NRB Governor Poudel

KATHMANDU: A writ petition has been filed at the Supreme Court demanding the annulment of Dr. Biswo Nath Poudel’s appointment as Governor of Nepal Rastra Bank (NRB).

The petition, lodged by advocates Anantaraj Luintel, Bishal Thapa, and Prativa Upreti, claims the appointment violates the Nepal Rastra Bank Act, 2058, and principles of good governance.

The petition alleges that Poudel, a former member of the recommendation committee, was selected without a public call for applications, and that the process was premeditated for political convenience.

It also questions his qualifications, claiming he lacks formal expertise in monetary, commercial, or banking sectors, despite holding a degree in rural development economics.

Citing Articles 133(2) and (3) of the Constitution, the petitioners have requested an interim order barring Governor Poudel from performing critical duties such as signing currency notes or issuing directives until the case is resolved.

An earlier petition to block Poudel’s appointment was dismissed by the court administration, a decision upheld by Justice Sapana Malla Pradhan on May 20.

That same day, Poudel was shortlisted and swiftly appointed by the cabinet. The case is scheduled for a hearing on Wednesday.
