BIRATNAGAR: The national conference of local-level deputy mayors and vice-chairpersons began today in Biratnagar. The event was inaugurated by former President Bidya Devi Bhandari.
The conference aims to address common issues faced by local governments, including disputes and misunderstandings between deputy chiefs and chiefs, as well as challenges related to budget preparation and administrative clarity.
Extensive discussions are planned to clarify responsibilities defined by the constitution and laws. In her opening remarks, former President Bhandari reflected on her participation in previous similar national and provincial-level conferences for women representatives. She highlighted the significant role of women leaders in strengthening inclusivity, accountability, and democratic practices while exercising constitutionally guaranteed rights.
Emphasizing that both men and women drive development, Bhandari stated that formal representation alone is not enough. Instead, continuous enhancement of leadership and decision-making capabilities is essential.
“Local governments are the primary implementers of decentralization,” she said, urging deputy chiefs and vice-chairpersons to effectively handle responsibilities like conflict resolution, budget formulation, monitoring, and supervision as full-time executives in the absence of chairpersons.
Bhandari also reminded the attendees that the republic has been ratified multiple times by the people and stressed the importance of accelerating development and prosperity rooted in strong local governance. “Local bodies are the foundation of the republic approved by the people,” she added.
