KATHMANDU: The investigation report prepared by the commission led by former judge Gauri Bahadur Karki on Gen Z uprising has recommended that the ‘Tibetan Original Blood’ (TOB) group be investigated and held accountable for its role in the protests on September 08-09, 2025 (Bhadra 23–24). While the commission has recommended that the Government of Nepal investigate then Prime Minsiter KP Sharma Oli, then home minister Ramesh Lekhak, and then Inspector General of Police (IGP) Chandra Kuber Khapung under Sections 181 (negligence) and 182 (carelessness) of the National Penal Code, 2017. The main basis is that no attempt was made to stop the firing, even though gunshots continued for more than four hours. However, commission has recommended legal proceedings only against the TOB group on the protesters’ side.

According to the commission’s findings, members of the TOB group allegedly incited crowds during the Bhadra 23 (September 08) demonstration by riding motorcycles from Chabahil Om Hospital through Dhobi Khola Corridor, proceeding to Bijulibazar, and finally reaching New Baneshwor. The commission concluded that their actions disrupted public peace and recommended a criminal investigation under Section 35 of the Criminal Code for those found responsible.
