KATHMANDU: The Minister for Land Management, Cooperatives, Federal Affairs and General Administration, Pratibha Rawal, has stated that the government is working with high priority to resolve the problems of the landless and squatters.

Responding to queries raised during the discussion on the appropriation bill, 2026 in today’s national assembly meeting, she informed that the government has adopted a policy to provide land to the landless.

“The government has already started distributing land ownership certificates from Bardiya. There will be no shortage of budget for this work,” she said. Minister Rawal informed the house that scientific land reform, production-oriented land management, and the strengthening of local levels are being carried out with high priority.

According to her, around 1.2 million applications have been received so far from the landless and squatters to acquire land. A budget of Rs 613 million has been allocated for this purpose.

Emphasizing good governance and transparency, she stated that public service delivery is being linked with digital transformation to make it citizen-friendly. She also added that the fund return program for troubled cooperatives will continue.

Minister Rawal expressed confidence that the abolition of trade unions would end the anomalies and aberrations seen in the civil service, adding that administrative federalism will become effective after the issuance of the federal civil service act.
