KATHMANDU: CPN (UML) Chairman and former Prime Minister KP Sharma Oli has formally requested the National Human Rights Commission (NHRC) to provide the complete investigation report and associated documents regarding the Gen Z protests.
The application was officially registered at the NHRC headquarters on Friday by UML leader Mahesh Bartaula on behalf of the party chairman.
Oli’s request follows public reports of the commission’s Decision No. 177, which he claims contains severe contradictions, unlawfully recommends retrospective actions against individuals not found guilty of breaking the law, and remains silent on those responsible for nationwide arson and attacks on state institutions.
Asserting his right to information as an affected party, the former prime minister has demanded full transparency regarding the evidence gathered, as well as details on any alterations made to the internal committee’s initial findings.

Subject: Request to provide the Commission’s investigation report and attached documents.
1. Regarding the above-mentioned subject, it has become public that the National Human Rights Commission conducted an inquiry and investigation to uncover the truths concerning the incident on September 08, 2025, where school children were used as human shields to attack the Parliament building, break police barricades, and spread chaotic incitement, putting the lives of police personnel at risk, which resulted in human casualties during actions taken under the Local Administration Act. Furthermore, on the 9th of September, terror was spread across the country, involving acts of arson, vandalism, and looting targeted at all levels of the legislature, executive, and judiciary, including state security buildings, other government buildings, political party offices, industrial establishments, media offices, and the private residences of leaders.
2. The decision No. 177 from meeting number 177 of the National Human Rights Commission held on May 27, 2026, as reported in public media, does not seem to align its recommendation section with its factual findings section. Not only this, on one hand, it concludes that the actions I took in my capacity as the then Prime Minister were not against the law, but on the other hand, it recommends taking action against someone who was not involved in the incident, who did not violate the law, and against whom action cannot be taken under the country’s constitution and laws, by creating a retrospective law. I have found it difficult to believe that such a decision was made by the Human Rights Commission. Similarly, the Commission’s decision appears to remain silent regarding the individuals involved in arson, inciting the destruction of constitutional bodies, and unauthorized seizure of the state machinery during that incident. Thus, a publicly released decision where the Commission appears to bow down before specific individuals cannot be considered natural. It saddens me to hear public commentary suggesting that the officials of the Commission, by recommending actions contrary to the Constitution of Nepal, have clearly demonstrated their incompetence.
3. Since the Commission appears to have recommended action contrary to the Constitution and the law, and as this directly impacts me, it is my right to know whether this decision is authentic or not, and what kind of facts and evidence were collected to arrive at such a decision and conclusion. I was confident that the Commission would formally send me the decision, which is allegedly against a citizen, along with the inquiry or investigation report that serves as the basis for that decision. However, despite nearly thirty days having passed since the public release of the decision made with the apparent intent to tarnish my reputation, I have not been given formal notice, which is why I am presenting this application.
