NHRC recommends departmental action against IGP Karki and top security officials

KATHMANDU: The National Human Rights Commission (NHRC) has recommended departmental action against the Inspector General of Nepal Police (IGP), Dan Bahadur Karki, along with several high-ranking security officials. The human rights body made these recommendations today during the official release of its investigative report on the Gen Z protest/

Among those facing recommended disciplinary action is the Inspector General of the Armed Police Force (APF), Narayan Prasad Paudel. Both Karki and Paudel held the rank of Additional Inspector General (AIG) during the peak of the Gen-Z protests.

Other top officials implicated in the report include Deputy Inspector General (DIG) Om Rana, DIG Bishwa Adhikari, APF Superintendent of Police (SP) Jiban KC, Director of the National Investigation Department (NID) Krishna Khanal, and the then Chief District Officer (CDO) of Kathmandu, Chhabilal Rijal.

Furthermore, the NHRC report explicitly mandates departmental action for human rights violations against the field commanders of the Nepal Police, Armed Police Force, and National Investigation Department who were deployed on the ground in the New Baneshwor and Parliament House areas during the protests on September 8.

In a severe punitive measure, the Commission has also recommended investigations and subsequent actions against former Nepal Police IGP Chandra Kuber Khapung, former APF IGP Raju Aryal, and former NID Chief Hutaraj Thapa. The NHRC has urged the government to officially record these findings to disqualify them from holding any public office or government responsibilities in the future.
