Krishna Sitaula backs majority rule in Constitutional Council, says govt will continue

KATHMANDU: Nepali Congress leader Krishna Prasad Situala has said that although the current coalition government between Nepali Congress and CPN-UML has not delivered as expected, it will continue.

He also expressed support for allowing majority-based decisions in the Constitutional Council to ensure smoother governance.

Speaking at a press interaction with journalists in Kathmandu on Sunday, Situala acknowledged public disappointment with the government’s performance. “The government has not worked as intended,” he said, “but it will continue. There is no alternative arrangement possible at the moment.”

Situala said the coalition was formed under compelling political circumstances, where no party had a majority in Parliament. In such a situation, he noted, the government may not fully meet expectations, but the current setup will persist as no viable alternative exists.

He also addressed the recent controversy surrounding the Constitutional Council Bill.

President Ramchandra Paudel had returned the amendment bill to Parliament on Thursday for reconsideration, citing contradictions with the spirit of the Constitution and democratic norms.

The bill, passed by both the House of Representatives and the National Assembly, had proposed allowing the Council to make decisions by a majority vote.

Situala, a former general secretary of the Nepali Congress, defended the provision. “The Constitutional Council should first seek consensus,” he said, “but if consensus cannot be reached in the first round, then decisions should be allowed by majority in the second round.”

He emphasized that the intent of the bill forwarded by Parliament was precisely to create a functional and effective decision-making structure.

“If all members are not present and the process stalls, decisions should be made by a majority of those present,” he said.
