KATHMANDU:Advocate Prem Raj Silwal has filed a writ petition in the Supreme Court against the Government of Nepal’s decision allowing lawmakers to hire paid personal secretaries (PAs).

Challenging a government gazette notice issued on July 20, 2026, which amended parliamentary remuneration regulations, the petition argues that assigning PAs to 884 federal and provincial lawmakers lacks defined qualifications, duties, or objective justification.

The petitioner asserts that this measure will burden state coffers by over Rs 3.18 billion over five years, diverting crucial state funds away from public welfare and infrastructure amidst widespread unemployment.

Citing past instances where PA positions were used for nepotism or linked to high-profile scandals, the petition claims the decision violates constitutional guarantees of equality and the right to live with dignity.

The Supreme Court has granted priority hearing for the case, with the first session scheduled for July 27.
