KATHMANDU: The ruling Rastriya Swatantra Party (RSP) has issued internal directives regarding the appointment and management of personal secretaries for its federal members of parliament, setting specific criteria to make the hiring process transparent, economical, and accountable to the public.

Under the newly released guidelines, nepotism and favoritism are strictly prohibited when appointing personal secretaries.

MPs are forbidden from selecting immediate family members or close relatives, and must instead recruit qualified candidates from outside their families.

According to the directives, candidates must meet the minimum educational requirements specified by the Federal Parliament Secretariat, with priority given to those who hold a bachelor’s degree or equivalent, possess relevant expertise, are tech-savvy, demonstrate strong research capabilities, and are committed to the party’s core values.

Additionally, RSP has instructed its lawmakers to prioritize qualified women, marginalized communities, and backward classes during the selection process.
