Cooling-off clause altered: State Affairs Committee members to meet Speaker Ghimire

KATHMANDU: Members of the State Affairs and Good Governance Committee are set to meet Speaker Devraj Ghimire today at 10 AM to raise concerns over changes made to the cooling-off period provision in the Federal Civil Service Bill.

The committee had unanimously approved a provision that barred individuals who resign or retire from government service from taking any government appointments for two years.

However, the version of the bill passed by the House of Representatives included alterations to this provision, prompting criticism and concern among lawmakers.

Senior Nepali Congress leader Dr. Shekhar Koirala has called the alteration a “serious offense” and “an insult to the sovereign Parliament.”

Through a Facebook post today, Koirala said the unauthorized changes made to the Civil Service Bill—despite it being tabled in Parliament through consensus—are not a mere administrative incident but a serious offense against the people and a blatant insult to the sovereign Parliament.
