New health initiative puts KMC on EC radar

KIATHMANDU: The Election Commission (EC) has sought clarification from Kathmandu Metropolitan City (KMC) over the launch of a home-based basic health service for citizens aged 70 and above after the Election Code of Conduct 2026 came into effect.

In a letter sent on Monday, the Commission said it acted after receiving audio-visual materials of remarks made by Acting Mayor Sunita Dangol regarding the program.

Citing Sub-section (c) of Clause (a) of Section 5 of the Election Code of Conduct 2026, the EC noted that no new programs may be announced or implemented once the code is in effect, unless approved in the annual budget or permitted under exceptional circumstances with prior Commission approval.

The Commission has asked KMC to clarify whether the program was included in its annual budget and, if so, to submit a certified copy of the relevant document within two days of receiving the letter.
