Task force submits constitutional amendment discussion paper to PM’s Office

KATHMANDU: The task force formed to prepare the “Constitution Amendment Discussion Paper” has submitted its final report to the Office of the Prime Minister and Council of Ministers.

Coordinated by Asim Shah, Political Advisor to Prime Minister Shah, the panel was established in March 2026 under the government’s 100-point governance reform agenda to build national consensus on long-term political, institutional, and electoral reforms.

Commencing its work in April 2026, the task force completed its mandate and handed over the report within its second extended deadline today.

To ensure a highly participatory and transparent process, the task force conducted 22 formal meetings and held direct consultations with 184 prominent figures, including former presidents, former prime ministers, constitutional experts, and civil society leaders.

It also garnered written suggestions from over 150 organizations—such as local governments and the Nepal Bar Association—and amassed 44,613 digital recommendations from Nepalis at home and abroad via email, WhatsApp, and telephone.

Ultimately, the task force synthesized this extensive feedback alongside historical drafting documents and international precedents into a comprehensive report categorized across 20 key thematic areas.
