KATHMANDU: Speaker Dol Prasad (DP) Aryal has recommended Prakash Adhikari to President Ram Chandra Paudel for appointment as secretary of the House of Representatives, following the removal of former secretary Harka Raj Rai.

Administrative sources said the recommendation was made in line with Article 106(1) of the Constitution of Nepal, which authorizes the Speaker to recommend the appointment of the House secretary.

Under the constitutional arrangement, the general secretary of the federal parliament is appointed on the joint recommendation of the speaker of the House of Representatives and the chairperson of the National Assembly. The Constitution separately provides that the Secretary of the House of Representatives is appointed on the Speaker’s recommendation, while the Secretary of the National Assembly is appointed on the recommendation of the Assembly chairperson.
